High Command consists of the highest ranking individuals, it is classed as Commander and up. These individuals usually lead a battalion or branch and have authority over personnel below them.

Colonels are not part of High Command but are permitted to enter High Command meetings when they are serving as an XO for a current member of High Command.

Commissars serve as a specialised unit within the A.H.A, they serve to maintain morale and ensure order. They have Authority over NCOs and can make arrests if an individual breaks our laws.

Arrested individuals must be allowed a fair trial in a court of law overseen by a member of High Command per our laws.

Personnel must reach the rank of NCO to be eligible for their Combat Certification and officially become a pilot of the A.H.A
